Key Features of the Support at Home Program

New Classification System

Participants will be assessed into one of 10 funding classifications:

  • 8 ongoing classifications
  • 2 short-term classifications

This system offers a more tailored approach compared to the previous 4-level HCP system, with the highest ongoing classification providing up to $78,000 per year in support.

Improved Access to Services

Additional funding aims to reduce average wait times for services to a target of 3 months by 1 July 2027, ensuring timely support for those in need.

Defined Service List

The program includes a clear list of services, categorized into:

🏥Clinical Care: e.g., nursing, physiotherapy

🚶 Independence Support: e.g., personal care, transport

🧹Everyday Living Assistance: e.g., cleaning, meal delivery

This structure provides clarity for participants and providers on available services.

Quarterly Budgets with Flexibility

Participants will receive a quarterly budget aligned with their funding classification. They can carry over up to $1,000 or 10% (whichever is higher) of unspent funds to the next quarter, offering flexibility in managing their care.

Transparent Pricing with Caps

Service providers will charge for services after delivery, adhering to government-set price caps to ensure affordability and prevent overcharging.

Assistive Technology and Home Modifications

A separate funding scheme provides upfront access to assistive technologies and home modifications, eliminating the need to save package funds for these supports.

Enhanced Restorative and End-of-Life Care

  • Restorative Care Pathway: Offers up to 12 weeks of intensive allied health support, doubling the current STRC duration.
  • End-of-Life Care Pathway: Provides priority access to services for those with less than 3 months to live, with up to $25,000 in additional support over 12 weeks.

Support for Diverse and Remote Communities

Grant funding will be available to assist service providers in rural, remote, and diverse communities, ensuring equitable access to care across Australia.

Participant Contributions Framework

Under the new program, participants will contribute to the cost of some services based on their income and assets, using the Age Pension means test. Certain services will remain free of charge, and contributions will only apply to services received.
